This paper outlines policies that would improve substantially the delivery of special education services to ECEC (early childhood education and care) children in New Zealand. There is a special section for those that would cost little or nothing to implement.
Nine brief case studies (in the appendix) reveal the damage done to children and families by current services, represent the experience of many, and reflect both the frustration of ECEC centres and the rising anger of parents.
The paper is a joint effort by 30 early childhood education practitioners and sector leaders. Input has come from the leadership of the Early Childhood Council, the Auckland Kindergarten Association, Early Childhood Leadership and Kindercare Learning Centres. It has come also from centre owners, managers and teachers from both privately run and community-run centres.
