This speech considered the applicability of economic principles to some key questions in early childhood education policy design in NZ, including the appropriate role of government and the degree and nature of regulation of the early childhood sector. General principles for the design of ECE policy in NZ were outlined.

Norman LaRocque is a Policy Advisor with the New Zealand Business Roundtable and an advisor to the Education Forum. He is also a consultant on private education and student finance issues. He has carried out a number of assignments for international organisations such as the World Bank, the International Finance Corporation, the UK Department for International Development and the Asian Development Bank.
