Government Agency Advice

ECC adopts positions (develops position statements) on a wide range of issues related to early childhood education and promotes these, as well as the organisation's principal objectives and philosophy in as many forums as practicable.

As a network of managers and professionals that manage early childhood education services, the ECC seeks out, and is often invited to provide advice to other organisations and government officials.

Representation

ECC, as the largest early childhood organisation in New Zealand, is invited to represent the interests of the education and care sector or the wider early childhood community in a wide range of meetings and forums, where the views of the sector are valued. This includes standing committees such as the Early Childhood Advisory Committee (ECAC), NZQA Industry Advisory Groups, Ministerial Committees, Regional MOE consultation groups etc.

ECC is also active in its affiliations to other organisations outside the early childhood sector, such as the Education Forum, BusinessNZ, Vision Schools.

ECC is often invited to send submissions and appear before Parliamentary Select Committees when changes to legislation or regulation are proposed.

Policy Analysis

ECC spends considerable effort on analysis of trends and expected changes to the economic, demographic, regulatory and political environment in which early childhood services operate. These analyses inform the development of ECC's positions and are often disseminated to members and the wider sector to inform debate and industry strategic planning.

ECC also undertakes or commissions research or surveys into specific issues which are facing the sector and to inform policy position development.
