ECC's Teacher Registration Assessment Booklet Available Now
 
ECC’s Teacher Registration Assessment Booklet is now available.

The ECC has responded to requests by members whose staff wish to become registered teachers, but are confused by the vaguely described process of assessment and providing advice and guidance. We have published a comprehensive resource specifically designed for early childhood applicant teacher and their supervising teacher and employers.

NZ Teachers Council now advise that they may audit any early childhood teacher application to ensure the assessment, advice and guidance has been documented and was appropriate.

Teachers who achieve a recognised qualification, can apply to the NZ Teachers Council and receive either ‘provisional’ or ‘subject to confirmation’ initial registration. The Applicant Teacher can subsequently apply for ‘full registration’ only after they have been through either a 3 month or 2 year period in which they have access to an advice and guidance programme and during which time they are assessed. At the end of the period they can apply for full registration if (other standard criteria are fulfilled and) their Supervising Teacher endorses their application (TRB2) and signs that they have been assessed as at least ‘satisfactory’ on each of the specified ‘29 Dimensions’.

The TEACHER REGISTRATION ASSESSMENT BOOKLET is a simple system for recording the necessary assessments, advice and guidance on each of the NZ Teachers Council specified ‘29 Satisfactory Teacher Dimensions’.

The BOOKLET (35 pages) contains practical advice for early childhood education employers and supervising teachers and a one page form for each of the ‘29 Dimensions’.

The innovative BOOKLET available later this month provides a unique standard methodology and checklist, which makes the process and requirements easy to understand and transparent to both a new Supervising Teacher and the Applicant Teacher. The BOOKLET will be promoted throughout the entire early childhood sector and may also be made available as a standard resource to new teachers in the compulsory sector as well.

Each BOOKLET becomes the personalised record of the Applicant Teacher. Either the Employer or Applicant may purchase the BOOKLET. It is then simply a matter of selecting a suitable person who is already a fully registered teacher to become the Supervising Teacher. They will follow the BOOKLET process, carry out and record the assessments, and if satisfactory, endorse the application for full registration at the end of the specified period.

The BOOKLET contents and process now make it easy for employers and managers to decide and provide the most appropriate advice, guidance and professional development options to effectively and efficiently support this process.

The BOOKLET can be ordered direct from the ECC as individual booklets or at a discount price for orders of 5 or more booklets.

Whilst Registration by ece teachers with the NZ Teachers Council (formerly TRB) is not currently compulsory in the education and care sector, the Minister of Education intends that it will be from 1 January 2005. According to MOE statistics, of the 10,000 staff employed in the education and care sector in July 2003:
1688 had full registration
790 had ‘provisional’ registration
194 had ‘subject to confirmation’ registration
854 were eligible but had not yet sought registration

Nearly 1900 staff may immediately benefit from having this resource, with an expected 500 new ece teachers becoming eligible every year.

ECC’s position is that it does not approve of the manner in which NZ Teachers Council sets the criteria and administers both the registration process or police vetting and ECC is of the view the process could be more effectively managed by an early childhood agency. ECC never-the-less accepts the status quo is that NZ Teachers Council is the sole legal agency and recognises that there is demand from staff to achieve the status that NZ Teachers Council registration is perceived to give and for employers to support this. ECC’s objective is to support employers and staff and endorses any resource that seeks to improve the quality of staff and is proud to be able to support and publish this innovative Booklet.
